The 23rd Universal Postal Congress in Bucharest, Romania, took a number of important decisions that will have an impact on the postal service and the wider postal industry in the years to come.
 
The purpose of this publication is to give readers an overview of the most important decisions taken by the 2004 UPU Congress.
 
The first part deals with amendments that were made to the UPU Acts.
 
The second part gives a summary of the major Congress resolutions relating to regulatory and economic affairs, cooperation and development, operations and technology, and the postal market.
 
This is complemented by a list of studies to be undertaken by the UPU bodies before the next Congress. The complete list of Congress resolutions is printed at the back.
