Forum on postal regulation
 
The postal sector has been undergoing continuous and rapid change over the past few decades. The postal market in many countries has also been partly or fully liberalized. We recognize that there has been a significant decline in mail volumes and business transactions in favour of electronic alternatives, particularly during the recent economic and financial crises. At the same time, the need to secure high quality universal postal services is becoming more important than ever.
 
Against this background, on 12 November the UPU organizes a global forum at which postal sector decision-makers regulatory authorities, acdemics and service providers will have the opportunity to share their views and experiences on fundamental issues relating to postal regulation.
 

The following three topics will be reviewed:
– Organizing the postal market − various regulatory models.
– Financing universal postal service.
– The global impact of postal market liberalization at national and international levels.
