Direct Access
Direct Access is the access that a receiving postal administration grants to a sending one in respect of all domestic services, under the same conditions as those offered to national customers. This subject is referred to in article 47.4 of the Universal Postal Convention as published in the Letter Post Manual.
 
These conditions are established by the receiving postal administration in line with those applicable to national customers (rates, payment procedures, pre-sorting and customs requirements, etc.).
 
The Direct Access Project Team in the Terminal Dues Action Group has charged the International Bureau with developing and launching a Database designed to facilitate contact and interaction among postal administrations with a view to having Direct Access included in the international service portfolio.
