	The EMS Operational Guide is an on-line database accessible to all UPU members through the Internet.   This Guide contains: The list of postal administrations offering an EMS service Individual entries for each postal administration with information of the EMS service provided and associated delivery standards   The information for each entry includes: Scope of the service, both in terms of network and type of items accepted and delivered Customs requirements Treatment of undeliverable items Treatment of inquiries with customer inquiry contact details Liability to other postal administrations Delivery payment systems applied and customs clearance charges when applicable Details of à découvert service when offered Details of bilateral agreement and headquarters contacts The general description of the EMS service offered is followed with a detailed description of the delivery standards in a table format for all Offices of Exchange accepting incoming EMS items   If any representative from a postal operator wishes to access the EMS Operational Guide online please submit the automatic request for password form.
