About reform of the Union
As Member countries concentrate on reform of the postal sector within their borders, the Council of Administration oversees developments on a global scale and adapts the structure and function of the UPU in order to ensure that it remains relevant in a rapidly changing environment.
This also includes improving the integration of Consultative Committee members and further strengthening the Consultative Committee's role in UPU activities.
Between 2009 and 2012, the Council of Administration, in cooperation with the Postal Operations Council, Consultative Committee and International Bureau, has a mandate from Congress to study the following topics:
- The impact of new market players in the postal sector on the mission and activities of the UPU
- Ways of better structuring and improving the functioning of the UPU bodies
- Various issues relating to the organization and financing of UPU extrabudgetary activities
- The role of the Restricted Unions and ways in which to maximize the synergy of the work
