Regional development plans

Following the decisions taken at the 2016 Istanbul Congress regarding the new development cooperation policy for the 2017–2020 cycle and considering the regional priorities validated in 2015 and 2016 with regional partners, the International Bureau has prepared the new regional development plan (RDP), which will serve as a general framework for the implementation of that policy.

These RDPs highlight how postal networks can serve as catalysts for development and how, in the majority of countries, they constitute an essential infrastructure for an inclusive and effective economy. This information is especially pertinent for government authorities and development partners, such as international organizations, development agencies, United Nations system institutions etc.

The document comprises three parts:

  • The first looks at the global postal sector and highlights its importance as an economic infrastructure
  • The second highlights the contributions Posts make to the Sustainable Development Goals, in particular in the areas of socio-economic development, climate change, and financial and social inclusion
  • The third part offers insight into the postal sector in each region, examining its strengths and weaknesses, and provides a brief description of some of the key projects that the UPU intends to implement in the region

The RDP and the related intervention strategy are based on the following principles:

  • Implementation of Priority 1 regional projects targeting the improvement of operational efficiency and the development of e-commerce
  • Implementation of Priority 2 regional projects targeting financial services, modernization of the postal sector and diversification
  • Implementation of regional projects of national scope for least developed countries (LDCs). These projects will be linked to the indicators of Priority 1 and Priority 2 projects and will benefit LDCs
