Surveys in support of proposals for the 2020 Congress on an Integrated Remuneration System (IRS)

The 2018 Extraordinary Congress adopted the Integrated Remuneration Plan (IRP) through Congress resolution C 6/2018, which instructed the Postal Operations Council (POC) and the Council of Administration (CA) to develop proposals for an Integrated Remuneration System (IRS).

Designated operators are strongly recommended to participate in both studies, i.e. the mail flow study and the financial and operational impact survey.

Both questionnaires should be returned to the International Bureau by 12 July 2019. The surveys can be returned to the address below; however, respondents are encouraged to send an electronic copy of the completed survey by e-mail to paul.schoorl(at)upu.int (please also copy virginia.espinoza(at)upu.int).

All information provided through the various UPU remuneration surveys will be handled in strict confidence by International Bureau staff who have signed confidentiality and non-disclosure agreements.

Mail flow study

The mail flow study is important for the development of the proposals for an integrated remuneration system (IRS) as it will provide insight into the flow volumes and profiles of all designated operators, as well as a representative picture of postal exchanges, on the basis of the 2018 inward flows for each designated operator. All designated operators are encouraged to provide information on the mail flows of the letter-post service (complete forms in Annex 3), the parcel-post service (complete forms in Annex 4) and EMS (complete forms in Annex 5). Please read the completion instructions in Annex 1 carefully. The completed forms should be returned to the International Bureau by 12 July 2019..

Financial and operational impact survey

UPU member countries are invited to complete the survey (Annex 1), which is designed to gather information on the financial and operational impacts of the changes to the UPU remuneration systems that took effect on 1 January 2018. The completed survey should be returned to the International Bureau by 12 July 2019.
