n an effort to optimize and maximize the effectiveness of the services provided by its Postal Technology Centre (PTC), the UPU today signed an agreement with the Postal Union of the Americas, Spain and Portugal (PUASP), making the Montevideo Regional Support Centre a worldwide technical support centre. The UPU has five Regional Support Centres (Uruguay, Puerto Rico, Tunisia, Tanzania (United Rep.) and Singapore), which are attached to the PTC in Berne.

oïse Luther Hoza, a 15-year-old boy from Central African Rep., has won the 37th International Letter-Writing Competition for Young People (2008) organized by the Universal Postal Union. His letter, which explains why the world needs tolerance, is particularly relevant in an age in which globalization, migration and other trends are bringing together ever more people from different cultures. His composition was judged the best of the sixty or so entries received from UPU member countries.

Consultative Committee set for a second term…
C
harles PRESCOTT, Chairman of the Direct Marketing Association in the United States, has been re-elected as head of the UPU's Consultative Committee. Murray BUCHANAN, International Development Director with Royal Mail, will assume the vice-chairmanship. This committee, which was created at the 2004 Bucharest Congress, is mandated to represent the interests of the postal sector in the wider sense, and to act as a framework for effective dialogue between postal sector partners.

he Spanish Post (Correos de España) and its Moroccan counterpart (Poste Maroc) signed a reciprocal agreement yesterday to set up an electronic money transfer service. This comes in the wake of a similar agreement signed by the Chilean, Spanish and Uruguayan Posts last week.

Good results for the EMS Cooperative…
A
t its extraordinary General Assembly held during the UPU Congress, the EMS Cooperative announced on Monday a set of very positive results: volumes rose by 23% between 2004 and 2006; 88% of items were delivered on time; and the EMS Cooperative now boasts a membership of 149. The EMS Cooperative was created in 1998 to develop and strengthen the EMS service.

Arab countries agree to start money transfer exchanges…

n Geneva to attend the 24th Universal Postal Congress, the postal leaders of Egypt, Jordan, Morocco, Qatar, Syria, Tunisia, United Arab Emirates and Yemen signed an agreement that will see them start exchanging money transfers electronically.

Quality of Service Fund extended until 2016…
U
PU Congress Committee 8 (Development Cooperation) decided to extend the lifespan of the Quality of Service Fund (QSF). Initially scheduled to run from 2001 to 2012, the QSF will now continue until 2016. Created by the 1999 Beijing Congress, the QSF finances projects aimed at improving postal service quality in developing countries. All member countries, except least developed countries, contribute to the Fund through an increase in their terminal dues payments.

Working towards a greener postal sector…

he United Nations Environment Programme (UNEP) and the Universal Postal Union (UPU) have agreed to work together to slash the CO2 emissions caused by members of the postal sector.
Under the agreement signed in Berne last week by Achim Steiner, Executive Director of UNEP, and Edouard Dayan, Director General of the UPU, UNEP will help the UPU calculate the volumes of greenhouse gases generated by the postal sector, using a clearly-defined methodology.

nited Nations Secretary-General Ban Ki-moon today stressed the importance of postal services in the world's development efforts as he marked the Universal Postal Union's 60th anniversary as a specialized agency of the United Nations.
The Secretary-General is at UPU headquarters to chair the biannual Chief Executives Board of the United Nations System, which coordinates a range of issues facing the world and United Nations organizations. Issues to be discussed include the United Nations' response to climate change and the world food crisis.

he Consultative Committee of the UPU has just welcomed a new member: the Latin American Association of Private Posts and Postal Operators (ALACOPP). This association, which is made up of private operators from Argentina, Chile, Colombia, Ecuador, El Salvador, Mexico, Panama, Peru and Uruguay, analyzes opportunities and challenges in the postal sector in order to increase the market for all industry players. The highly fragmented postal market in Latin America is made up of public operators and a large number of private entreprises.

n 2007, the Quality of Service Fund (QSF) financed 75 projects, totalling 15.8 million USD, in more than 50 countries. This was the first time that the Fund, created in 2001, actually spent more money than it received.
