r. Guozhong Huang was elected by acclamation to the position of Deputy Director General of the UPU International Bureau at the 2004 Universal Postal Congress in Bucharest, Romania, and took office on 1 st January 2005. He was re-elected by acclamation on 6 August 2008 at the Geneva Congress.

Mr. Huang is well acquainted with the work of the UPU. After China hosted the 1999 Universal Postal Congress, in Beijing, he became Chairman of the UPU's Council of Administration from 1999 to 2004. The Council of Administration is the body responsible for overseeing the work and the budget of the Union between each Congress. During this period, Mr. Huang was intimately involved in UPU activities as Head of the Chinese delegation for the annual meetings of the Council of Administration and Postal Operations Council, Chairman of the Council of Administration Management Committee, and Chairman of the UPU Provident Scheme Management Board. He also participated in the organization's strategic conferences in 1997 and 2002, as well as in the meetings of the High Level Group on UPU reform. Between 1994 and 2003, he also attended the annual meetings and Congresses of the Asia-Pacific Postal Union as Head of the Chinese delegation.
 
Before his arrival at the UPU International Bureau, Mr. Huang was Assistant Postmaster General of the State Post Bureau of China. In this capacity, he assisted the Postmaster General in managing external affairs, international postal service operations, and international cooperation. Mr. Huang started his career in the early 1970s as Technician in the Shenyang long-distance Telecom Office, and successively held the positions of Official at the General Office of Liaoning Posts and Telecommunications Administration, Deputy Head of Shenyang Post Office, Head of Haikou Post Office, Deputy Director General of the Directorate General of Posts (China Post), and Director General of the Department of International Cooperation of the State Post Bureau.
 
Mr. Huang has a Master's degree in management engineering from the Central South University of Industry in China, as well as a degree in radio telecommunications from Beijing's University of Posts and Telecommunications.
