E
douard DAYAN has been Director General of the UPU International Bureau since 1 January 2005 after being elected by a large majority of UPU member countries at the Bucharest Congress on 29 September 2004. He was re-elected by acclamation on 6 August 2008 at the Geneva Congress.

Under his leadership, the UPU has focused efforts on strengthening its relations with UN and international organizations, defining the postal sector’s role in the information society, promoting the need and development for international standards to improve the quality of postal services worldwide, maintaining the pace of technological innovation, and using a regional approach to promote postal reform and close the development gap.
 
Before taking over as Director General, Edouard DAYAN held various positions of a strategic, regulatory, commercial and operational nature at the French, European and international levels during a career spanning over 30 years.
 
After serving as Head of the Air Transport Bureau from 1984 to 1986, he managed La Poste's International Mail Management and International Accounting and International Partnership Strategy departments.
 
At La Poste France, he served as Deputy Director of European and International Affairs from 1993 to 1997, and was appointed Director of the department in April 1998. He was also Chairman of the Board for two of La Poste's investment companies.
 
As an expert at the European Commission (1992–1993), he was involved in the establishment of the regulatory framework for the postal sector in Europe, and in particular the definition of the universal postal service and its content.
 
In addition, he was Chairman of the European Social Dialogue Committee for the postal sector (a body bringing together employers and employees of Posts) from 1994 to 2004, as well as a member of PostEurop's Management Board (PostEurop is an association of 43 European public postal operators).
 
Edouard DAYAN has also held important positions within the UPU. As Chairman of the Technical Cooperation Action Group, he was one of the main architects of the Quality of Service Fund (QSF), set up in 2001 to assist developing countries. Edouard DAYAN has been actively involved in all the main UPU projects: reform of the terminal dues system (the system of compensatory payments between countries for the reciprocal handling of international mail), the overhaul of the organization, the strengthening of technical cooperation and the development of new technologies.
 
Edouard DAYAN is a Knight of the National Order of Merit and Knight of the Order of the Legion of Honour (France).
