| Quality of service standards and targets |

Administrations shall establish and publish delivery standards and targets for their inward letter-post items and parcels. |
|
| 2. |
|
These standards and targets, increased by the time normally required for customs clearance, shall be no less favourable than those applied to comparable items in their domestic service. |
|
| 3. |
|
Administrations of origin shall also establish and publish end-to-end standards for priority and airmail letter-post items as well as for parcels and economy/surface parcels. |
|
| 4. |
|
Postal administrations shall measure the application of quality of service standards. |
