| The Bucharest World Postal Strategy (BWPS) defines the general postal sector environment and the broad lines of UPU action for 2005–2008. In this context, and particularly in connection with objective 4 of the BWPS, namely "postal reform and sustainable development", the priority aim of development cooperation should be to facilitate the launch and smooth running of the institutional and structural reform process in developping countries. UPU assistance and guidance should serve as catalysts. UPU action should support implementation of the various components of this reform. |

| Following detailed evaluation in the area of postal reform carried out in Latin America, practical guide has been developped, providing the various players in the postal reform process with a working tool enabling them to structure and apply all the various phases needed to make postal reform a success. In 2004, the UPU decided to adapt and update this publication, in order to make it available to all the developing countries. |

| The Guide is composed of six modules which treat various major aspects related to the process of postal reform, namely: the justification and the base of a postal reform, universal postal service, the legislative framework, the development of the public operator, postal regulation and financing of the reform. |
