Development cooperation
Postal sector reform comprises integrated actions designed to organize an important sector of the national economy so as to ensure a healthy balance between free competition and provision of the universal postal service.
 
Postal sector reform also covers the modernization of public Posts, their independence, self-financing and customer-focused policies. Successful reform depends on the availability of outside resources and on governments' willingness to make it a national priority.
 
UPU and World Bank studies have shown that regulatory reforms and targeted investments benefiting the public postal operator lead to improved financial and operational performance and contribute to national economic growth. Case studies have also shown that access to outside expertise and financing through cooperation agreements can give a significant boost to rebuilding the postal business in developing countries.
 
Although there is no set model for postal reform, there are many good examples of governments, Posts and multilateral investors working together to develop postal services. The postal sector's vital role in building national economies further demonstrates that postal reform is a good investment for all economic players.
