The UPU actively supports the postal reform process. Many countries have felt and expressed the need for targeted assistance to enable them to define their regulation policy and fix the appropriate instruments and procedures for implementing it. The coexistence of three levels of responsibility, i.e. government, regulator and operator, often translates into a high degree of complexity.
 
The International Bureau therefore decided to prepare a publication that could provide guidance to Union member countries needing assistance in this undertaking.
 
This publication aims to help governments define postal policy, adapt legislation on the postal services and ensure compliance with it. Governments also need to oversee the market to ensure fair competition between the operators and see that the interests of customers are respected. They also need to be able to take informed decisions when it comes to specifying the regulator's main tasks.
