Extraterritorial offices of exchange
An international mail processing centre, or IMPC, is an office of exchange, which creates or receives dispatches, or a mail unit, which creates or receives consignments.
 
The majority of IMPCs are both offices of exchange and mail units and are established and operated by a designated operator on the territory of the member country that has designated it to fulfill the UPU Acts.
 
ETOEs are also registered as IMPCs but are operated by or in connection with a designated operator outside its national territory for commercial reasons.
 
A small number of IMPCs have also been registered for military mail. The designated operator of a UPU member country may establish an IMPC where that country has a military presence over a period of time.
 
Between 2000 and 2006, a small number of IMPCs were registered to private companies (operators not designated by a UPU member country under article 2 of the Convention). However, this practice was suspended in 2007.
