| It is a requirement under both article 28 of the Universal Postal Convention and resolution 43/2008 of the 24th UPU Congress that a cost study be carried out in 2009 and 2010 for mail flows exchanged between countries that were in the target terminal dues system before 2010, classified as group 1.1 by the Congress. If this study reveals a cost-to-tariff ratio different from the 70% contained in article 28.2 for the years 2010 and 2011, the Postal Operations Council (POC) shall consider whether it should change this percentage for the years 2012 and 2013. |

| This task has been assigned by POC Committee 1 to its Terminal Dues Group and is part of the latter's work plan. The purpose of the questionnaire below is to collect information from group 1.1 countries on the cost of processing international inward letter mail, the letter mail volumes (weight and number of items) associated with these costs and theoretical revenues. The information provided should cover the year 2008 and relate only to mail flows received from group 1.1 countries. |
