Structure
The QSF Board is the governing structure responsible for achieving the objectives of the QSF. The Board consists of 11 UPU members countries represented by Contributing Countries (CON) and Beneficiary Countries (BEN), including one Chair and one Vice-Chair in accordance with the procedures stipulated in Art. 6 of the QSF Rules of Procedure (RoP).
Elections
The Board members are elected by the Postal Operations Council (POC) for a renewable three-year term on the basis of geographical criteria and level postal development. Of the eleven Board Members, six of them are elected from Contributing Countries (CON) whereas five Board Members are elected from Beneficiary Countries (BEN) in accordance with the procedure and criteria described in Art. 7 of the RoP. The membership of the Board is renewed on a yearly basis using a 5-3-3 system, with 2018 as the first reference year. Should a seat on the Board become vacant, an election will be organized as per procedures set out under Art. 9 of the RoP to fill a vacant seat.
