Instructional designer of e-learning content

Ref: RFP-2020-023-DOP-EMS

The scope of work for this e-learning content creation project includes all planning, execution and implemen­tation aspects, and the training of UPU staff. The selected consultant will be responsible for designing five
 e-learning courses based on feedback from UPU staff, and must obtain approval for each stage of the project from the UPU management before moving on to the next stage. The consultant must ensure that it has ade­quate resources for the design, building, testing and implementation of e-learning content.

 The content to be converted for e-learning will be used for regional and global training workshops. Owing to the diversity of the audience, all training must be in English and conducive to translation and/or the embedding of subtitles. The duration of each assisted workshop is usually two to four working days, with each day usually lasting six working hours. 

The UPU wishes to to employ an instructional designer of e-learning content (also referred to as the e-learning design consultant) for the EMS Unit of the EMS Cooperative.

The deadline for the submission of tenders is 11 December 2020 at 16.00 CET (UTC+1).

Q: If I’ve read the RFP correctly, I can send an “Intention to Bid” to this email address, and then I can send the actual bid to RFP-2020-023@upu.int, correct? And I would include in the bid the cover letter mentioned in section 3.1 of the RFP, along with the actual bid components as specified in the RFP?

 A: Everything is absolutely correct: You can ask questions and announce your intention to bid at this email address: CAA@upu.int. However, the submission of the offer must only be done by email: RFP-2020-023@upu.int (this is very important and can discredit an offer) .You can add to the offer a cover letter and other elements that you think are important. If the size of the documents is too big you can send them in several emails.

The content to be converted for e-learning will be used for regional and global training workshops. Owing to the diversity of the audience, all training must be in English and conducive to translation and/or the embedding of subtitles. How many translations are you expected to do so?

Translations services are not in the scope of this RFP, but we want that the learning management system selected has the capability to mirror the content in other UPU languages such as: French, English, Arabic, Portuguese, Russian and Spanish. 

Five e-learning courses. Which is the duration or each five e-learning courses?

Please detail the duration of the following deliverables:

  • An e-learning course for postal operators’ staff on how to implement electronic advanced data (EAD);
  • A workshop on go-to-market strategies;
  • Two e-learning training sessions for EMS Cooperative members.

The UPU could not inform the duration of the e-learning courses as the content first created is focused on face to face courses. The duration of each assisted workshop is usually two to four working days, with each day usually lasting six working hours. 

 

The UPU does not expect that the e-learning courses duration will be the same as the assisted workshops, but we will rely on the expertise of the e-learning consultant to guide us to make this decision.

Yes. The content of the workshops will be provided in documents and in PowerPoint presentations. One workshop has an average of 20 presentations with 20 slides of content in average. Technical documents are in total 13 with 20 pages average without images. 

How many topics do you want to develop?

 What kind of pedagogical and interactive resources are expected to develop? For example:

 Do you want to publish the e-learning content as an app?

The UPU will rely on the e-learning consultant expertise to define the interactive assessments that best suits our needs observing the audience and working languages diversities. 

You did not name any Learning Management System, in which platform the vendor should publish the final e-learning content?

The e-learning course must be designed in a learning management system (LMS) that can be installed or accessed for free by the users from an internet connection. 

Is it necessary to do interviews to the thematic expert to consolidate the content? How many interviews?

 

The UPU staff participating in this project will be available for brainstorming sessions. the content will be provided by the UPU. 

How many users are you expected to have in the e-learning process?

300 participants in the first year. The workshop content must remain available in the LMS platform so new users can be trained after the first cycle of training is concluded. 

Is it necessary to offer technical support to the final users?

No. The vendor will give lessons to the UPU staff in a way that they will be able to give support to the final users.

The Vendor shall not assign, sublicense, subcontract, pledge or otherwise transfer or dispose of its offer, or any of the rights and obligations contained in it, without prior written consent of the UPU.
 This only applies to the offer as a whole, but not to individual work items performed by subcontractors. Correct?

a) What is your understanding of an e-learning course? We assume that these are WBTs (Web Based Trainings = interactive online lessons) including a mix of media and interactions, questions, quizzes etc.

b) How much learning time do the five e-learning courses cover?

c) under «deliverables expected» there is just one e-learning course mentioned. Are these the five e-learning courses mentioned above?

a) Your understanding is correct. 

 

b) The UPU is currently not able to inform on the duration of the e-learning courses. The content first created was focused on face to face workshops with a duration of between two and four working days, with each training day usually lasting six working hours.

Workshop «Go-to-market-strategies»
a) What is the audience and purpose of this workshop?
 b) Is only the workshop planning/material or teaching the workshop expected?

a) The audience of all trainings are staff of Postal Operators.

b) The UPU will provide the content to be converted into e-learning training. Teaching will be given by UPU staff, but from the contractor it will be expected to provide training to the UPU staff in a way that they will be able to give support to the final users.

a) What is the audience, purpose and raw content of these sessions?

c) The expectation is to provide training for six regional workshops or for 300 participants in the first year. The workshop content must remain available on the LMS platform so new users can be trained after the first cycle of training is concluded.

a) Yes, it is correct. The employment of an instructional designer is to cover the mentioned deliverables.

Is UPU looking for a local vendor or is UPU open to off-shore vendors? We are based out of India.

 

The UPU accepts submissions from vendors located outside of Switzerland. 

Please help us understand the scope of work. You mention the consultant will be responsible for developing 5 elearning courses. However, this is not reflected in the deliverables mentioned below:

 

  • A video tutorial, lasting two to three minutes, for postal operators’ customers on how to prepare a cus-toms declaration form; 
  • An e-learning course for postal operators’ staff on how to implement electronic advanced data (EAD); 
  • A workshop on go-to-market strategies; 
  • Two e-learning training sessions for EMS Cooperative members.

 From the bullets above, we can see only 1 eLearning course.

 

For clarification, in these RFP e-learning courses, e-learning training sessions, workshops and video tutorials are cosidered e-learning deliverables.

What would be the duration of the different components:

What is the level of interactivity expected for the elearning courses?

 Level 1: Page-turners with linear progression and minimal interactivity

Level 2: Moderately interactive (50%-60% interactive screens)

Level 3: Highly interactive (75%-80%) interactive screens)

The UPU will rely on the expertise of the e-learning consultant to guide us in making this decision.

We understand the video tutorial would be of an application used to create the form. Is that correct? If yes, will the consultant be given access to the application?

Yes, it is correct. The consultant will have access to all materials necessary to create the e-learning deliverables. 

You mention one of the deliverables to be a workshop on go-to-market strategies. Would this be an instructor-led training? 

 If yes, is the vendor expected to develop the content for the instructor-led training and UPU members will facilitate the training?

The UPU will provide the content to be converted into e-learning training. Teaching will be given by UPU staff, but from the contractor it will be expected to provide training to the UPU staff in a way that they will be able to give support to the final users.

As a follow-up to the preceding question, what would be the duration of the instructor-led training?

The UPU will rely on the expertise of the e-learning consultant about the training duration.

Please help us understand what you mean by “Two e-learning training sessions for EMS Cooperative members” Does it mean creating two elearning courses for EMS Cooperative members? If not, please explain.

Your understanding is correct.

Is the base content to develop these trainings available in any format? If yes, what format: pdf, word, ppt etc.

The content of the e-learning workshops will be provided in documents and PowerPoint presentations.  

Are you looking for an instructional designer who can meet the requirements stated in 4.1 and 4.2?

 Typically, in all our projects, various resources are involved: Project Manager, Instructional Designer, Media Developer, Quality Reviewer etc. Can we provide the cost as a complete service based on the total duration of the courses to be developed?

 Or are you looking at only having one elearning consultant and an hourly rate for consultant?

 Teams and/or individuals can apply to this call. 

Since we provide elearning as a service, we have certificate of works provided as an organization and not for a resource. Can we provide the same?

Yes, you can provide. 

What LMS will the courses be hosted on?

The e-learning course must be designed in a Learning Management System (LMS) that can be installed or accessed for free by the users from an Internet connection. 

Does UPU have an authoring tool of preference for development of elearning courses and videos?

Is the consultant expected to upload the courses on the LMS and provide access to users too? 

Yes, the consultant is expected to upload the courses in the LMS. The access to the final users will be provided by the UPU staff.

You mention one of the points as “Train UPU staff to become eLearning instructors of the courses designed.” E-learning courses do not require instructors since they are asynchronous trainings. Please help us understand the role of the instructors here.

The vendor will instruct UPU staff in a way that will enable them to give support to the final users.

Does any of the content need to be localized into languages other than English?

 

Translations services are not in the scope of this RFP, but we want that the learning management system selected has the capability to mirror the content in other UPU languages such as: French, English, Arabic, Portuguese, Russian and Spanish.

Do the courses need to be 508 compliant? i.e. accessible to those with disabilities?

Yes

What is the work hours expected of the consultant? i.e. can the consultant work in local time with some overlap?

The consultant can work in his/her local time as long as he will be able to keep in contact with the UPU on a regular basis and be available to work approximately 20 hours per week.

Tentatively when is the project expected to start?

The project is expected to start in the first quarter 2021 after the signature of the contract. 

We understand that delivery schedule does not need to be provided at this stage, as the scope of work is not finalized.
