The UPU International Bureau is holding an online workshop to address the various issues related to postal modernization and regulatory reform.

The aim of the workshop is to provide member countries with a comprehensive and informed view of postal modernization and regulatory reform. Participants will share best practices in terms of regional experiences and developments in postal reform, and look at the implications of these learnings on the future development of the UPU toolkit (i.e. the integrated postal reform and development plan (IPDP) and associated postal reform guide), as well as other initiatives to further improve the International Bureau’s advisory support to UPU member countries on postal policy and regulatory reform.
On the first day, the workshop will discuss the existing postal reform toolkit and initiatives, and learn from different regions’ experiences with the implementation of postal reform projects. On the second day, there will be a discussion on the needs and expectations of postal regulatory reform, which will inform the next phase in the development of the UPU postal reform toolkit.

Background information
The integrated postal reform and development plan (IPDP) provides UPU member countries with a general strategy for reforming the postal sector with the involvement of all relevant stakeholders (e.g. the government body responsible for setting public policy on postal matters, the regulator, the designated operator, trade unions, private operators, etc.). The IPDP is supported by the postal reform guide which focuses on the modernization of the postal sector, definition of the scope and the financing mechanisms of the universal service obligation, separation of regulatory and business/operational functions, establishment of legal frameworks, and resource mobilization for these projects. It also provides readers with tools and methodologies for evaluating and assessing the status of the postal sector in each country.
The IPDP and the postal reform guide are key elements in the postal reform toolkit, which are also supported by country-specific initiatives deployed in the context of the IPDP and the UPU regional development plans.
