Partnership with INCB
Overview
The UPU and the International Narcotics Control Board (INCB) have continued to strengthen their partnership under a cooperation agreement signed in 2018, which reinforces a joint commitment to prevent the trafficking of narcotic drugs, psychotropic substances and their precursors through the international postal network. This cooperation is part of a broader effort to protect public health and postal worker safety, as well as to address the growing challenges posed by the misuse of online platforms and anonymous cryptocurrencies to purchase and ship toxic substances through the mail.
In 2024, the two organizations jointly participated in five workshops and meetings to support capacity building among designated postal operators, customs authorities and law enforcement agencies. These efforts focused on the recognition and mitigation of new psychoactive substances in the postal and courier supply chains.
Key areas of collaboration
- Security workshops and training: A joint INCB–UPU workshop on postal and courier supply chain security and electronic advance data (EAD) exchange was held in Uganda in April 2024, as part of ongoing regional and global capacity-building efforts.
- Information and intelligence sharing: The UPU and INCB exchange information on trends and patterns in illicit drug movements, including intelligence on known sources of dangerous chemicals. Their cooperation also includes alerts and guidance related to emerging substances and threats.
- Technical assistance: Both organizations promote training and technical assistance designed to improve detection and seizure capacities within the international postal supply chain, helping designated postal operators respond effectively to evolving risks.
