This periodically updated database aims to provide countries with information on the structures and main management parameters of each UPU member Post, such as the principal functions of various entities responsible for postal affairs and operations, postal reform, universal postal service and financial management.
To date, 165 member postal entities have made their information available.

Member countries' government entity and designated operator(s) to fulfil the obligations arising from adherence to the UPU Convention, designated operator(s) to fulfil the obligations arising from the Postal Payment Services Agreement, and independent regulator other than the government entity if there exists.

Notification forms18.03.2026Notification of the entity or entities responsible for fulfilling the obligations arising from the Acts of the Union: changes concerning the governmental bodies and the officially designated operators are to be notified to the International Bureau as soon as possible. Newly designated operators should provide all the necessary operational information for the services provided under the Acts of the Union as quickly as possible, but no later than two months prior to the commencement of international postal operations.
