I expand postal security by leading the implementation of modern ICT-based systems, including CCTV cameras, baggage scanners, access control, and tall gates. I oversee installation, training, and centralized monitoring to improve surveillance and response. By optimizing guard deployment and integrating technology, I’ve reduced costs and enhanced efficiency. Regionally, this model positions Tanzania as a leader in postal security and supports global goals for digital transformation and secure mail movement.

The mail is often seen as a trusted and cost-effective reliable vehicle of delivery for a wide range of goods and correspondence worldwide, exchanging many hands in the process. As such, postal operators should strive for accountability of the mail and adherence to a set of security standards. These are two key components which, when applied seamlessly along the supply chain, mitigate risk, loss, depredation and theft of mail, ensures trust in the system by both our customers and our stakeholders, and thereby promotes commerce through these efforts. Most importantly, these security standards are paramount to ensuring the safety of not only the customers, but every person along the supply chain who handles the mail. I keep that thought close to mind whenever making considerations involving postal security.
How do you expand postal security in your post, region, or globally?
I try to use my position as both a federal Law Enforcement Officer and a security expert for the postal system to provide a unique perspective to the protection of mail and security efforts. There are times when both perspectives are needed when faced with how to be reactive to issues along the supply chain, then be proactive and create long-term solutions to reduce the risk of those issues reoccurring. Domestically, I have protected the U. S. mail, its infrastructure, and customers and employees through criminal investigations, conducting audits and compliance reviews, promoting stakeholder, employee and customer awareness, and developing security initiatives. I’ve assisted or facilitated several workshops and meetings in regions across the globe to bring the right people together in dialog, to foster awareness and capacity building, to kickstart initiatives, and assist in creating experts in those areas.

Through collaboration with internal and external stakeholders, I facilitate training and awareness programs on the requirements of the Postal Security Standards and compliance with local regulations. Moreover, I assist Designated Operators in the region through the UPU Process Review Consultancy program to prepare for and implement the Security Standards S58 & S59 requirements ultimately achieving certification while leading the regional Security Action Group. Having participated and made meaningful contribution towards the “Review of the postal security standards certification process” under the UPU Internship program and in forums sharing experiences and best practice well expands the postal security globally.

Locally, this involves refining mail examination methods and identifying vulnerabilities. Regular site visits and audits help our security team detect potential gaps, which are then addressed with relevant stakeholders. On a regional and global scale, harmonizing security protocols and taking part in joint initiatives helps mitigate evolving threats. Promoting a security-oriented culture is vital to ensure all individuals contribute to broader security outcomes.

El Salvador currently holds the Gold Plus Certificate, which guarantees continued work over the years. It has also contributed to the restricted union certification processes of many countries and has contributed to the training of security experts, which has a direct impact not only in the region but globally.
