Global Postal Digital Inclusive Finance Program (GPDIFP) Project Management

This call for tenders concerns the provision of project management services to the UPU to support the launch and deployment for the Global Postal Digital Inclusive Finance Program (hereinafter referred to as the “GPDIFP” or “Program”). The Program aims, in particular, to support UPU member countries and their designated operators (DOs) concerning solutions and tools to enhance their digital inclusive finance capabilities and relevant digital capabilities to bring the financially excluded or unbanked populations into the formal financial system.

In that context, it is intended to:

a. Increase the knowledge and legitimacy around postal digital financial service options, models and regulations available on the market to better scope and support DOs through the Program.

b. Identify postal networks that demonstrate a real need and potential for deploying or scaling digital financial services programs and the impacts this will deliver to DOs, postal customers, ecosystem partners and to the national digital access priority advancement.

c. Demonstrate to public and private sector the tangible social and financial inclusion values of supporting postal networks in deploying or scaling digital financial services programs.

d. Launch Phase I of the GPDIFP, with a projected twelve-month initial deployment period.

e. Support the launch, the project management and the piloting of the Program in at least six countries across at least two UPU geographical regions.
