Seven thematic chapters have been established to complement the new structure of the Consultative Committee, as of 1 July 2022:

POLICY AND REGULATIONS
Liaison with CA C 2 and the POC C 1 Standards Board;

Liaison with the POC C 1 Transport Group (and subgroups for different transport modes);

ADDRESSING AND DIRECT MARKETING
Liaison with the POC C 1 Addressing Group and POC C 3 Direct Marketing Advisory Board; liaison with the POC C 3 World Association for the Development of Philately;

UPU E-COMMERCE
Liaison with CA C 3, POC C 2 and POC C 3;

The work of the CC will be conducted according to these thematic chapters, which reflect the membership structure of the CC.
Each thematic chapter will be represented by a rapporteur.
The rapporteur will be elected and appointed by the CC for a period of four years to:
- represent the thematic chapter,
- present any opinions developed by the CC and provide input to the relevant CA and POC committees and working groups,
- report to the CC and its members, and
- propose appropriate responses to and positions on work proposals and working drafts.
Sub-themes and sub-rapporteurs may be appointed by individual chapter rapporteurs on a needs basis.
For any CC member interested in becoming a thematic chapter member, please inform the CC Secretariat which specific chapters you wish to be a member of.

The Consultative Committee (CC) in plenary mode meets once a year at the UPU headquarters in Berne at the same time as the Postal Operations Council (POC) meetings.
The working method is open and flexible, and we have a number of regular/hybrid meetings to advance the work of the thematic chapters.
The Consultative Committee meeting was held in a hybrid mode on 11 May 2023 at 9.00 – 12.00 (CEST). The CC meeting agenda as well as the CC report are published on the UPU documents database.

The UPU fourth Extraordinary Congress will take place from Sunday, 1 October to Thursday, 5 October 2023 in Riyadh, Saudi Arabia.
The upcoming UPU Extraordinary Congress in Riyadh is just around the corner. For that purpose, please be informed that the website for the Extraordinary Congress it is still under development by the host country. Moreover the UPU Council Administration (CA) Secretariat is advising for the moment the Member Countries who are reaching out to International Bureau requesting information to wait for the most updated version of the website and we recommend that CC members do the same.
Regarding the registration process, we will continue to use the UPU Events Management Platform (EMP) for registration of Member Country (MC) delegations and Observers. Therefore, CC members and any other observers will follow the same procedure for registration as previously done during previous CA & POC Sessions.
A team from IB is visiting Riyadh mid-June to clarify all the above mentioned issues and hopefully the EMP platform will be online approximately by the 20th of June. The Congress Secretariat will then issue a detailed guideline with registration details for MCs and observers.

The next Consultative Committee Management Committee meeting will be held on 6 July 2023 at 13.00 – 14.00 (CEST) online only. The CC MC meeting agenda is published online.
The previous Consultative Committee Management Committee meeting was held online only on 27 March 2023 at 13.30 – 15.00 (CEST). The CC MC meeting agenda as well as the CC MC report are published on the UPU documents database.
The next CC General Assembly scheduled to take place during POC/CA S5, tentatively scheduled for April 2024. The exact date will be communicated later.
