Webcast and video on demand systems

This call for tenders concerns the provision of the following systems to the UPU, as well as associated mainte­nance and support services, for a period of four years:

  • webcasting of live sessions during UPU meetings;
  • video on demand (VOD) system to view recordings of previous meetings.

The UPU seeks a provider to deploy a webcasting and VOD solution at its premises in Berne, Switzerland.

The deadline for the submission of tenders is 30 June 2023 at 18.00 CEST.

Questions and answers

  • How many events/meetings shall this webcast service cover per year? 
  • Around 10.
  • Up to 10 languages per webcast shall be covered. Can you tell us how often this is needed and how the translation audio will be provided to the webcast? 
  • Translation will be injected from the conferencing system
  • Does the video-on-demand platform recording need to be in one video with different audio layers, or can It be multiple videos to cover the translations? 
  • We would prefer to have one video with several languages
  • Should already existing videos be uploaded to the video-on-demand platform?

  • What is exactly meant by a dynamic simulcast of audiovisual feeds? Do you have an example so we can better understand your needs? 
  • Possibility to dynamically add streaming to other media. For example send a webcast to a social media while it is running.
  • You mention the following: “Microsoft Teams and Zoom video + interpretation”. Shall MS Teams and Zoom be covered in addition to the webcasting solution or be a part of it?

  • Does this service need to be provided from UPU sites or can the service be provided remotely?

  • It is stated that an urgent live event needs to be covered within 2-4 hours’ notice. Is this meant on-site or virtual support?

  • What exactly is meant by live streaming to social networks such as Facebook, Twitter YouTube etc? Shall the license and account management as well be done by us, or do we provide the stream and UPU connects on Social Media?

  • Can you specify the audience size and demographic? This helps to provide the best webcast solution. 
  • Very difficult as it would depend on the topic. Often the link is on UPU web site.
  • Is there an internal meeting and events department that would be our contact for the webcasts? Or would we be in touch with the meeting organizer directly?

  • Can you specify what equipment already is in use/installed at UPU? 
  • UPU already has encoders. It should not be necessary to install hardware. 
  • Do you have IT-Security guidelines that can be provided to find possible challenges for inbound/outbound signals such as webcasts? 
  • Security challenges will be addressed directly with security team
  • The deadline for the installation of the equipment is the 14. of August 2023. This is only two weeks after the signing of the contract. A lot needs to be known to order and then install the correct hardware in a new IT environment. Is this a fixed date or flexible and only an indicator for an asap installation? 
  • We need an asap installation because is event is coming in automn 

 

Additionally, we would like to know what the budget of CHF 100’00.00 will exactly cover. Is this for the initial setup of the service and after that, the billing is provided on an event-to-event basis? Or is this budget for the initial setup and the entire period of the contract? 

Installation and one year maintenance

 

Is there a possibility to come to the UPU site in Bern to have a meeting and get a better understanding of your requirements for the service, your security settings, and as well what equipment already is in place? As mentioned in the first tender, we are sure that we can cover your requirements and provide our webcasting service to your satisfaction as we do for other major international companies. But at the moment, there are still a lot of major questions that need to be answered.
