Following the formal implementation of ICS2 Release 3 on 1 September 2025, the European Commission has granted temporary derogations to certain member states, creating a complex and varied compliance landscape up until the end of 2025.

This webinar is designed to guide UPU members through this transitional period, specifically for those that use surface transportation to ICS2 countries. We will clarify the Commission’s latest guidance on derogations, which differs by member state and system (ICS2, NCTS P5/P6).

Discussions will focus on helping Posts understand their specific obligations when sending goods to different European Union countries, how to prepare for the full termination of all derogations, and ensuring business continuity. This session is essential for all Posts to navigate the remaining challenges and achieve full compliance seamlessly.
