Projects and Finance

Projects

The potential Beneficiary designated operators are responsible for the development of project proposals for QSF funding. Beneficiary designed operators may seek the advice and utilize the expertise of the QSF Secretariat of International Burau to assist them in their project design and proposals. The project proposal should meet the detailed criteria set out in the PMM. The project proposal is submitted in writing using the official QSF application form, or provided by the QSF Secretariat. The project proposal details a description of the current situation, objectives, expected results, key performance indicators (KPIs), a methodological approach of the project, and a financial proposal section, and risk assessment proposal. The QSF Secretariat verifies the project proposals for completeness and compliance with the applicable QSF rules, and request the applicant DOs to provide information where it is incomplete, and to rectify inaccurate information.

Types of Projects

Individual funded projects

A Beneficiary Country is responsible for submitting a project proposal for funding individual funded projects. Individually funded projects are domestic or multinational projects whose primary objective is to support the implementation of projects aimed at improving the quality of service in the Beneficiary Countries concerned.

Common Fund Projects (CFPs)

The International Bureau is responsible for submitting a project proposal for financing Common Fund Projects (CFPs). The CF funds projects that enhances the capacity of designated operators to develop inbound and outbound international mail, e-­commerce services in an integrated fashion and quality of service of the postal supply-chain network. In accordance with the top-down approach approved for the Common Fund, the primary objective of Common Fund Projects (CFPs) is to support the implementation of domestic, regional, and global projects aimed at improving the quality of service of Union member countries classified in Group II, III and IV, with a view to further developing and improving quality of service in the global postal network


Selection criteria for CFPs


The selection criteria for Common Fund Projects are based on the Project Prioritization Matrix (PPM). PPM is a weighted rating system based on five identified criteria: Universality, Financial coverage, Transversality, Risk and Synergy as described under Art. 21 of the PMM

QSF-ESF Collaboration

Formal collaboration guidelines were established between the QSF and ESF programmes to assist countries that have suffered destruction due to natural disaster. The areas of collaboration identified and agreed between the two programmes include the call for donations and implemen­tation of postal service recovery projects through the QSF and governed by the QSF Board.

QSF-ESF collaboration has donated, a total of 102,000 USD that was received from six countries that made donations from their QSF assets to assist coun­tries in the Caribbean that had been affected by hurricanes Irma and Maria. The QSF also promotes a regional approach and solidarity between countries. Designated operators can pool their financial resources to set up a joint project for the benefit of an entire region or donate funds to finance projects in other countries outside of their region. The UAE donated a total of 100’000 USD to finance projects in Pan African Postal Union (PAPU) countries.

Implementation of CCTV

Relevant for DOs that are seeking to improve the security of international mail by installing a modern CCTV system at a given key location in order to enhance the ability to monitor and/or observe various mail processing activities and, as a result, prevent incidents of mail loss, pilferage and/or theft.

Implementation of X-ray scanning machine

Relevant for DOs that do not have the necessary equipment to screen mail items and letter-mail dispatches and that wish to purchase and install one or more X-ray scanning machines in order to improve security.
